What makes them SMART21, TOP7 and Intelligent Communities of the Year? ICF has six broad indicators including Smart Infrastructure (Broadband); Knowledge Workforce (Talent); Innovation Ecosystem; Digital Inclusion; Sustainability and Advocacy that it uses in benchmarking communities around the world. Canada has a significant number of cities, towns and regions that have qualified as SMART21, TOP7 and Intelligent Communities of the Year.
